City of Santa Clara seeks qualified developers for a two-step RFP to redevelop 4. 83 acres of city-owned land in downtown. Project includes mixed-use development with at least 300 residential units (25% affordable for 55 years), ground-floor retail, food and beverage hall, town square, theater, cultural arts space, and parking. Mandatory preproposal conference on November 18, 2026, with RSVP by November 16, 2026. Phase I proposals due January 14, 2027, at 3:00 PM PST via BidNet Direct. Selected developer will enter into a long-term ground lease. Proposals must be submitted in one file, in Times New Roman or Arial, 11-point font or larger.
Phase I proposals must be received by the due date and time listed in BidNet Direct. Submittals initiated before the deadline but not completed by the deadline will not be accepted. The deadline is January 14, 2027, at 3:00 PM PST.
Proposers must demonstrate experience with mixed-use development, urban infill, public land, affordable housing, and ground lease projects. Phase I evaluation includes qualifications, experience, financial capacity, team composition, and preliminary development approach.
The preproposal conference will include a walking tour of the project site and greater downtown area. The mandatory preproposal conference will be held at American Legion, 958 Homestead Road, Santa Clara, CA ****.
Objections must be submitted in writing to the procurement contact by the deadline indicated in the procurement timeline, which is November 30, 2026, close of business.
Proposals may be disqualified for non-responsiveness, failure to attend the mandatory preproposal conference, collusion, incorrect information, or failure to follow the specified format. The city shall reject proposals from any proposer that was not present at the conference.
