The expert must have structural engineering expertise and sufficient experience. As stated: the primary author of the expert report must have experience in this subject matter, i. e. , structural engineering expertise, and possess sufficient experience to present information concerning related areas of expertise.
Breach of key personnel or confidentiality requirements may result in termination. As stated: a breach of this requirement will be a basis for the government to terminate the contract.
Conflicts of interest must be disclosed. As stated: the contractor will inform the contracting officer in writing: 1 whether it has an organizational, personal, financial, or legal conflict of interest, and 2 whether such conflicts are real, potential, or have the appearance of a conflict.
