Manufacturer's full warranty of at least 7 years from placement in service, covering parts, labor, and transportation. transformers shall be furnished with a manufacturers full warranty of not less than seven 7 years from the date the transformers are placed in service.

Bid deposit retained if successful bidder fails to execute contract or provide bonds within 10 days after award. the bid deposit shall be retained by the city of statesville if the successful bidder fails to execute the contract or fails to provide the required bonds as stated above, within ten 10 days after award of the contract.
Proposals not properly completed or with conditions may be deemed nonresponsive. any proposal which is not properly completed shall be deemed nonresponsive and shall not be considered for contract award.
