Contractors are solicited to perform all aspects of repairs to secondary clarifier 3 at the Mason Farm WWTP. The scope includes mechanical repairs like rebalancing the drive, replacing seals, and installing counterweights. Proposals must be submitted electronically by September 25, 2026, at 2:00 p. m. EST. Evaluation is based on a best value basis, considering qualifications, safety, technical approach, and cost. A preconstruction conference will be held.
Contractors shall receive compensation as full payment for furnishing materials, labor, tools, and equipment and for performing work under the contract in a complete and acceptable manner.
The warranty shall be for one year from the date of the notice of substantial completion certificate.
This solicitation will be evaluated on a best value basis. award will be made to the firm whose proposal is determined to be most advantageous to owasa, considering qualifications, safety, technical approach, and cost.
Proposers shall demonstrate experience with similar wastewater clarifier rehabilitation projects completed within the past five years.
If cleanup is not complied with, 10% of the succeeding progress payments, in addition to the normal contract retainage, will be withheld from the responsible contractor until such cleanup is performed.
OWASA will make the area available for visits by interested contractors on a case-by-case basis between 8:00 am and 3:00 pm.
Failure to successfully complete the test in six attempts shall be considered sufficient cause for rejection.
