City of Commerce City seeks a qualified consultant to conduct a blight study of the downtown Derby area to determine if it meets state-defined urban renewal area criteria. The consultant will also review and assess other blight studies completed for other urban renewal areas. Proposals due October 30, 2026 at 2:00 PM MT via Bidnet. Evaluation based on technical approach (30 points), experience and qualifications (40 points), and pricing (30 points). Contract term is one year with four one-year renewal options. Work anticipated to begin Q4 2026 with completion preferred by end of Q1 2027.

Offerors must demonstrate successful completion of similar assessments, including urban renewal studies, blight evaluations, economic or physical conditions analyses, or redevelopment planning projects. Experience with TIF or establishing URAs is strongly preferred.
