The contract will be awarded to the offeror whose proposal offers the greatest value to NOHA based on consideration of price, technical, and other factors specified in this proposal. Contractors must provide a company description, proof of insurance, CCB, and SAM. gov registration. Relevant experience with comparable reroofing projects, including at least two references from projects completed in the past five years, is required. The bidder must have a satisfactory record of performance, integrity, and business ethics, and possess or be able to obtain necessary resources and equipment.
