Middlesex County Utilities Authority (MCUA) is seeking qualifications for general consulting, discipline-specific engineering, and power energy services for 2027. Submissions are due August 21, 2026, by 12:00 PM EST via the BidNet Direct platform. The MCUA will review submissions to qualify respondents for subsequent proposal solicitations. Respondents must demonstrate professional experience, expertise, and administrative capabilities. Key areas of expertise include wastewater and solid waste management, environmental permitting, architectural, chemical, civil, geotechnical, hydraulic, MEPF, power engineering, structural, traffic, and electrical power distribution analysis. Minimum qualifications and specific experience requirements are detailed for each service category. Respondents must also meet minimum insurance requirements, including professional liability and cyber security insurance. Submissions will be evaluated based on the qualifications and experience of the individuals who will perform the services, and the qualifications and experience of the firm, including the quality of similar services provided to others relative to performance, and ability to complete the work in accordance with the clients schedule. Submissions that have been deemed complete in accordance with the submission requirements set forth in sections 6 and 7 will be evaluated by the mcua selection committee based on the evaluation criteria set forth below: 1. qualifications and experience of the individuals who will perform the services 2. qualifications and experience of the firm, including the quality of similar services provided to others relative to performance, and ability to complete the work in accordance with the clients schedule

Responses which, in the judgment of the MCUA, fail to meet the requirements of the RFQ or which are in any way conditional, incomplete, obscure, contain additions or deletions from requested information, or contain errors may be rejected. The mcua will deem a respondent to be qualified based on the totality of the information provided by the respondent.
