The Oregon Department of Transportation (ODOT) is seeking a contractor for
janitorial services at the La Grande DMV. The bid opening date is July 24, 2025, at 11:00:00 AM. Bidders must be registered in the OregonBuy system. A non-mandatory walkthrough is scheduled for July 18, 2025, between 9am-noon and 1pm-4pm. Contact Walter Lowell at 541 **** to schedule an appointment no later than July 17, 2025. All bid submittal requirements are detailed in the ITB section 5. The agreement term is anticipated to be 4 years, or when all contractor obligations are completed, whichever is sooner. Potential amendments to the agreement may include adjusting unit prices, adding or deleting tasks, and extending the agreement for up to 4 additional years. The maximum term of the agreement shall be 8 years. Insurance requirements are included in Exhibit C of the sample agreement. Payment will be fixed price. Bidders must submit a completed bid cover sheet, references, and pricing information via the OregonBuy eprocurement system. Bidders must select yes on the terms and conditions tab in OregonBuy, or the bid will be rejected. All bids must be prepared in English with pricing in US dollars to two decimal points. Bidders must make reasonable efforts to minimize the file size of attachments to a maximum of 5 megabytes. ODOT reserves the right to reject any bid that is unreadable. ODOT reserves the right to award the contract solely on the bid submitted electronically through OregonBuy. Upon ODOT's request, the apparent successful bidder shall promptly submit its complete original signed bid. If an electronic procurement system or email system fails, ODOT may cancel the procurement or extend the date and time of receipt of electronic bids. By submitting a bid, the bidder agrees that signatures on documents submitted via OregonBuy or email are electronic signatures under ORS chapter 84 and bind the signing party. The solicitation is being conducted as intermediate procurement in accordance with ORS 279b, OAR ****, OAR ****, and OAR **** inquiries must be submitted in writing via email to the purchaser identified in OregonBuy. ODOT will promptly respond to properly submitted written requests for clarification, requests for change, protests, and requests for approved equals. Changes or modifications to this ITB will be binding on ODOT only if in the form of written addenda published on OregonBuy. Bidders are responsible for checking OregonBuy regularly until the bid opening date to ensure they have not missed any addenda or other notices. The successful bidder shall take all actions necessary to comply with all award submittal requirements to allow for prompt execution of an agreement. Contractor shall commence no work until all required documents have been provided and a notice to proceed or a purchase order has been issued by ODOT. ODOT may reject any or all bids and may cancel or delay this ITB at any time if doing so would be in the public interest.
