This tender requires contractors to comply with strict lead-related safety regulations, including training requirements (OSHA Lead Action Level training, EPA RRP certification), specific work practices (lead-safe work practices, attachments and penetrations procedures), and indoor environmental quality standards (HVAC, dust control, ventilation). Contractors must submit training certificates, lead-safe work practice procedures, and other required forms (signature page, vendor/contractor public disclosure form, price schedule/specification form, personnel safety check application) at least two weeks prior to the start of the project. The ESA department will review and pre-approve workers. The contractor is responsible for cleaning all exposed surfaces within the facility beneath the work area at the completion of the project. The WCSD will provide specifications for lead activities as part of the bid package. The removal of lead-containing materials, attachments, and penetrations are not included in the attachment and penetration disturbance. These activities must be designed by an EPA certified lead consultant. Lead activities costs will be included in the scope of each project. The health and safety of all occupants of WCSD facilities is the number one priority. Lead personal air sampling is required during any lead disturbance. The contractor must refer to the regulation for additional requirements and information. Fines are expensive and are levied toward the contractor, so compliance with this regulation is very important.
