Sealed proposals will be received until August 1, 2025, at 2:00 PM, at the office of the clerk of the board of supervisors, at the county administration center, located at 940 Main street in El Centro, California **** must be licensed California contractors, class A, at the time of contract award. All subcontractors performing work exceeding 0. 5% of the total bid (or $10,000, whichever is greater) must be listed. Bidders must comply with California's public works contractor registration law (SB 854), including registration with the Department of Industrial Relations and payment of applicable fees. The
project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Bid documents are available at the Imperial County Department of Public Works office (155 S. 11th Street, El Centro, CA ****) for a fee. A certified or cashier's check, or a bid bond for 10% of the maximum bid amount, is required. The successful bidder will furnish a payment bond and a performance bond, both equal to 100% of the contract amount. Technical questions must be submitted in writing to Adolfo Garcia, Construction Coordinator, by July 18, 2025. The bid must include a non-collusion affidavit. The contractor shall be responsible for any survey monuments, corner accessories and/or benchmarks within the limits of the work. The contractor shall provide a rate schedule for all labor and equipment that may reasonably be anticipated for use during the
project. The contractor shall maintain records showing the name and business address of each subcontractor and/or trucking company, regardless of tier. The records shall show the date of payment and the total dollar figure paid to all of these firms. Prime contractors shall also show the date of work performed by their own forces along with the corresponding dollar value of the work. Upon completion of the contract, a summary of these records shall be provided to the engineer by the contractor. These records shall be furnished to the engineer within 90 days from the date of contract acceptance. 10,000 will be withheld from payment until this is submitted and accepted. Prior to the fifteenth of each month, the contractor shall submit documentation to the engineer showing the amount paid to trucking companies. The contractor shall also obtain and submit documentation to the engineer showing the amount paid by trucking companies to all firms, including owner-operators, for the leasing of trucks. The contractor shall also obtain and submit documentation to the engineer showing the truck number, owner's name and California Highway Patrol (CA) number of the owner of the truck for all trucks used during that month. The contractor shall coordinate with and be responsible for obtaining permission, permits and other documentation as necessary by Caltrans, and any other agencies, utility providers and/or individuals that may be affected by the
project in order to obtain any required authorization to access, construct, and permit to operate. This also includes obtaining provision for construction water for dust control and earthen compaction of materials. All bidders shall submit documents to the Imperial County Public Works department showing proof of valid and current permits issued by the air pollution control district, including the authorization to construct and the permit to operate. The permits shall be submitted after the bid opening and prior to the award of the contract. Any bidders failing to submit said documents within 10 days after bid opening shall render their bids nonresponsive. Full compensation for all coordination with and obtaining such permits and licenses shall be at contractor expense, including any agency permit fees. The contractor shall use a person surveyor authorized to practice land surveying in the state of California.
