This solicitation is issued under the emergency acquisition flexibility (EAF) or special emergency procurement authority (SEPA). Offerors must be government-approved sources of supply; otherwise, offers will be deemed technically unacceptable. Drawings and technical data are not available.

The government intends to negotiate with a single source for the acquisition and repair of flight instruments. Interested parties must be pre-approved sources. Additional information on qualification requirements is available in the solicitation. Offers received within 45 days (or 30 days if award is under an existing basic ordering agreement) of the publication date will be considered. The solicitation may include provisions related to free trade agreements, the Buy American Act, and balance of payments program. Documents and specifications can be obtained from the DOD Single Stock Point (DODSSP). There is a phone number and address for those without internet access to obtain documents.

The solicitation is for the repair of flight instruments. The deadline for submission of proposals is July 15, 2025. Accelerated delivery is encouraged. The resultant award will be issued bilaterally, requiring the contractor's written acceptance prior to execution. Government source inspection (GSI) is required. The repair turnaround time (RTAT) is 120 days. The contractor must accurately report all transactions by the end of the fifth regular business day after receipt. The contractor must obtain final inspection and acceptance by the government for all assets within the RTATs established in the contract. If an item is determined beyond repair (BER), the contracting officer will negotiate a reduced contract price. The use of MIL W **** wire is prohibited; SAE **** series wire shall be used instead. The contractor is responsible for supplying all parts and materials necessary to perform the required repairs, unless otherwise specified as government-furnished material. The contractor shall establish, implement, document, and maintain a quality system that ensures conformance to all applicable requirements of ISO **** and SAE AS9100. The contractor shall maintain a calibration system that meets the requirements of ANSI NCSL ****, ISO ****, or an equivalent calibration program acceptable to the government. The contractor shall maintain a configuration management plan in accordance with the provisions of NAVSUP WSS configuration management clause NAVCPIA18. Proper enclosed warehouse environment is required for both material items awaiting repair and assets which have been repaired and are awaiting shipment.

Update **** provides a copy of current government responses to submitted questions regarding the draft RFP. 35 of 52 responses are currently available; the remaining will be shared before scheduled one-on-one sessions.
