This is a sources sought announcement to determine the availability and technical capability of large and small businesses, including specific subsets, to provide bus services for transporting personnel between Andersen Air Force Base and lodging locations in Guam. Interested businesses must submit a brief capabilities statement package (no more than ten pages) demonstrating their ability to perform the services listed in the technical description by 4:00 PM Central Daylight Time (EDT) on 5 May 2025. Responses should include business name and address, company representative, business title and email, business size and type, CAGE code, UEI number, and contract vehicles available to the government. The announcement is for informational purposes only and does not constitute a solicitation or commitment by the government.

This tender seeks transportation services for a 5-day senior executive seminar in the Washington D. C. and Virginia area, from April ****, 2025. The contract requires a firm fixed price (FFP) and a charter bus for up to 55 passengers. The contractor must provide experienced, licensed drivers familiar with the area, and a driver assignment sheet with driver information. The tentative schedule is attached, but subject to change. The government will provide access to regulations, directives, or other policy documents required to complete the task. The contractor is responsible for all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personnel services necessary to complete the transportation services, except for government-furnished property and services. The contractor must develop and maintain an effective quality control program. The government will evaluate the contractor's performance according to a quality assurance surveillance plan. The work will be performed at designated offsite locations within the National Capital Region (NCR). All contract personnel must identify themselves as contractors. The contractor must comply with all facilities security protocols required by the onsite managing activity and all security policies and procedures that apply to DOD and DSCA.
