The Office of State Procurement has suspended in-person attendance at public bid openings. Bidders can access a live audio and video link for the opening. The bid is for operations and maintenance of
water control structures for the Sabine National Wildlife Refuge for one year, with the possibility of two 12-month renewals. All bids must be submitted online via the provided link. Bidders must be registered in the lagov system. A W9 form is required for newly registered vendors. All attachments must be printed and reviewed. The method of award is all-or-none to the lowest responsive and responsible bidder. Additional documents are required (Attachment A - Special Terms and Conditions, Attachment B - Scope of Work, Attachment C - Prebid Conference Sit Visit Sign-in Sheet, Attachment D - Online Bidding Instructions). The scheduled begin date and end date are not provided. The bid opening is at 9:45 AM Central Time on June 3, 2025. Delivery will be made a number of days after receipt of order (ARO). Payment is due within 30 days after receipt of invoice or delivery, whichever is later. Bidders must comply with Louisiana laws and regulations, including purchasing rules and regulations, executive orders, standard terms and conditions, special terms and conditions, and specifications. Bidders must specify the brand and model number of the product offered. Bidders proposing an equivalent brand or model should submit descriptive information. Bid prices must be firm for a minimum of 30 days. Vendors are responsible for including all applicable taxes in the bid price. All products must be new, never previously used, and the current model and/or packaging. The State of Louisiana has the right to terminate the contract for various reasons, including misrepresentation, fraud, or breach of contract. Failure to deliver within the specified time will constitute a default. All contracts shall be construed in accordance with Louisiana law. Bidders must comply with civil rights laws, ADA accessibility requirements, and other relevant laws. Evidence of authority to sign and submit bids is required. Any public entity is authorized to reject a proposal from a business in which any individual with an ownership interest of 5% or more has been convicted of a felony. The contractor agrees to adhere to the Copeland Anti-kickback Act, Clean Air Act, Clean
Water Act, Energy Policy and Conservation Act, anti-lobbying and debarment act, and prohibition of discriminatory boycotts of Israel. The contractor shall comply with federal and state disabilities laws and regulations and accessibility requirements. The contractor agrees to indemnify the state from any claims or damages arising out of its failure to comply with the requirements of this paragraph. All bid amounts shall be submitted in US dollars. The bidder certifies that the price submitted was independently arrived at without collusion.
