The
Texas Department of Criminal Justice (TDCJ) is soliciting bids for pest
control services at the Daniel unit. The deadline for bid submission is July 23, 2025, at 3:00 PM CST. A non-mandatory site visit will be held on July 08, 2025, at 10:30 AM CST. The contract period is from September 1, 2025, to August 31, 2026, with options for four additional one-year renewals. The bid includes monthly interior pest
control, emergency service calls, quarterly and biannual exterior pest
control, and specific reporting requirements. Insurance certificates and a historically underutilized business hub (HUB) subcontracting plan (HSP) are required. The vendor must comply with TDCJ policies, procedures, and safety requirements, including Personnel Directives (PDs) 22 and 29. Detailed service specifications, including pest populations covered and excluded, are outlined in the document. The vendor must provide licensed pesticide applicators and comply with all applicable federal and state laws. The vendor is responsible for reporting to the facility at the time of the scheduled service, checking in, and signing the employee and visitor log. The Unit Risk Manager (URM) will meet with the service technician and provide the pest
control report and sanitation report. The service technician will complete the unit pest
control report, indicating the area serviced, method used, pesticide used, and rate of application. Emergency services must be provided within 72 hours of notification. Inspections and recommendations concerning building repairs are required. All pesticides must be approved by the
Texas Department of Agriculture (TDA) and the U. S. Environmental Protection Agency (EPA). The vendor must submit a Safety Data Sheet (SDS) prior to using any products. The vendor must maintain specific insurance coverage and provide certificates of insurance to the department. All records must be kept for a minimum of seven years after the contract's expiration or termination. The vendor must provide written notification of any changes in name, address, telephone number, facsimile number, and/or email address within 30 days of the change. The vendor must comply with TDCJ security procedures, including security escorts for staff performing services within correctional facilities. The vendor's employees and representatives, vehicles, and equipment are subject to search and inspection at any time while on state property. The vendor must comply with all department policies and unit rules and regulations on state property. The vendor must not introduce any type of contraband onto any TDCJ facility. The vendor must not allow any person with a felony or misdemeanor conviction, pending charge, or outstanding warrant to enter onto the TDCJ property without written permission. The vendor must have a valid driver's license or current photo identification. The vendor's attire must be appropriate for the business environment. The TDCJ reserves the right to immediately remove and/or refuse entry to any individual who has violated the above restrictions. The Unit Warden or Facility Administrator will ultimately be responsible for interpreting these rules.
