Bidders must be registered in OregonBuys. Bid submission deadline is 06/26/2025 02:00:00 PM. The scope of work includes temporary erosion control, pedestrian access, traffic control, concrete ADA curb ramp and sidewalk construction, cold plane removal of existing asphalt and asphalt
paving, sanitary and storm sewer work, permanent striping and signs, street
lighting installation and associated electrical work on Bailey Hill road from 13th avenue to 18th avenue. The estimated project cost range is 800,000 to 1,100,000. Required forms include affidavit of noncollusion, certificate of bidder/contractor employee drug testing program, certificate of nondiscrimination in subcontracting, certificate of compliance with Oregon tax laws, certification of workers compensation coverage, conflict of interest disclosure, bid schedule acknowledged, addenda if any issued, and first-tier subcontractor disclosure form. The form must be completed, signed and returned within two hours of the bid closing. Bids received after the bid closing date and time will not be considered. The city reserves the right to waive minor informalities and irregularities in determining the responsiveness of individual bids. Nonresponsive bids shall not be considered for award. The city will open bids immediately and publicly read aloud in an online Microsoft Teams meeting. Bidders are required to submit a first-tier subcontractor disclosure form, substantially as described in ORS ****, within two working hours of the bid closing date and time. The city intends to award a contract to the lowest responsive responsible bidder. The city has the right to waive any informality or irregularity in any bid received and to accept the bid which, in the city's judgment, is in its own best interest. The city shall also have the right to reject any or all bids when in the city's judgment it is in the city's best interest to do so.
