The Military Sealift Command (MSC) Norfolk is seeking proposals for vessels to meet transportation requirements. The solicitation is being conducted under FAR 13. 5 simplified procedures. Offerors must comply with all terms and conditions of the solicitation and the charter form. Important details include: vessels must meet specific technical requirements (double hull, approved stations, IGS, SBT, cargo capacity, speed, age, etc. ), provide certificates, itineraries, and confirm cargo tank compatibility. Time. Payment will be made by ERP DFASCL pay DODAAC **** must submit electronic invoices. Additional FAR and DFARS clauses are incorporated by reference. The charter period is approximately 30 days, commencing August 3, 2025, and cancelling August 4, 2025. Delivery locations are in the Mediterranean Sea (Algeciras, Spain and Souda Bay, Crete). Offerors must comply with all parts of the solicitation and use the guidelines set forth in Part X for submission of offers. The offerors price proposal will be evaluated based on the value of the charter hire rates offered for the entire charter period of 30 days, price for fuel, and any other pricing elements set forth in the offer. Fuel calculations will be based upon 7 days underway laden at the speed specified in the individual solicitation, using fuel consumptions provided in tanktime boxes 89 and 91, 5 days underway ballast at the speed specified in the individual solicitation, using fuel consumptions provided in tanktime boxes 90 and 91, 15 days in port idle loading, using the fuel consumption provided in tanktime box 92a, and 3 days in port discharging, using the fuel consumption provided in tanktime box 92b. This will represent the overall cost to the government. The proposed prices must be determined to be fair and reasonable.
