Tea Sales Government Bids & RFPs

Proposals must be submitted electronically by Friday, August 7, 2026, at 12:00 PM CT. Physical submission of sample materials is due by Friday, August 7, 2026, at 3:00 PM.

Payment will be made in accordance with the Illinois Local Government Prompt Payment Act. Interest will be paid if the district is late in making a payment.

Publishers warrant that goods supplied will have good title, be of merchantable quality, and be fit for the particular use intended, free from defects, and in full conformity with specifications. Warranties survive acceptance. Publisher shall promptly repair or replace goods for a period of 1 year from the date of delivery.

Award will be made based on the fees, experience, reputation and the financial stability of the publisher as well as compliance with the format, terms, and conditions of this request for proposal.

The school district may investigate the qualifications of any proposer under consideration and require confirmation of information furnished by a proposer, and require additional evidence of qualifications to perform the services described in this RFP.

Failure to comply with RFP requirements may lead to disqualification. Rejected goods shall be removed at the expense of the publisher. If publisher fails to deliver, district reserves the right to reject goods and cancel all or any part of the sale.

Sample materials (print or digital) are to be supplied at no cost to the district. Print materials are to be shipped to the purchasing department. Access to demonstration accounts for digital materials is also required.

Failure to comply with RFP requirements may lead to disqualification. Proposals may be disqualified upon evidence of collusion with intent to defraud or other illegal practices.

Proposals must be received no later than August 13th, 2026, at 3:00 PM.

A certified check for two months of the annual fee is due upon award. Regular monthly payments will be due on the first of the month upon opening of the café.

Proposals will be evaluated based on relevant experience and qualifications (35 points), menu, pricing, and business plan (30 points), customer service and staffing (20 points), and financial offer (15 points).

Proposals must include company profile, qualifications, sample menu pricing, operational plan, staffing plan, financial offer, and references.

Failure to make payments in a timely manner may result in the cancellation of the contract. Failure to meet delivery schedule may result in legal action.

A pre-proposal conference is scheduled for Tuesday, July 28th, 2026, at 9:00 AM at the offices of the Amherst Center for Senior Services. Proposers are strongly encouraged to attend.

Incomplete proposals may be rejected or scored lower. Failure to provide required insurance within 14 days of notice of award may result in the vendor being declared nonresponsive.
