The parties to the contract shall be independent contractors to one another. The department will authorize and process for payment each invoice within thirty 30 days after the date of receipt of a correct invoice. The state reserves the right to advertise a supplemental solicitation during the term of the agreement if deemed in the best interest of the state. This contract shall not be assigned except by express prior written consent from the department.
