Education is seeking proposals for consulting services to provide comprehensive civil rights compliance services. The RFP includes instructions to bidders, general terms and conditions, emailing requirements, signature certification, and addendum acknowledgement. Questions will be received until July 16, 2025, 2:00 PM EST, and proposals will be received until 3:00 PM EST, Wednesday, July 30, 2025. The proposal will be evaluated on a 100-point scale, with points assigned to qualifications, experience, company background, and approach. The low bid will receive the full 30 points for price. The state reserves the right to undertake negotiations with the next highest-ranked bidder if mutually acceptable terms cannot be reached with the highest-ranked bidder. The RFP and any addenda will be posted to www. ***. *. * state will not be held liable for any expenses incurred by any bidder responding to this RFP. A pre-bid meeting will not be held. All bids must be submitted electronically to ***@***. *. * contract term will be for one year, with the possibility of renewal for three successive years. The vendor must provide proof of insurance, including commercial general liability, errors and omissions, automobile liability, cyber liability, and builders risk insurance. The vendor must comply with all applicable federal, state, and local laws, regulations, and ordinances. The vendor must be properly registered with the West Virginia Purchasing Division and must have paid the $125 fee, if applicable. The vendor must submit a disclosure of interested parties to the contract for all contracts with an actual or estimated value of at least $100,000. The vendor must provide new, unused commodities, and is prohibited from supplying used or refurbished commodities, unless expressly permitted in the RFP. The entire response to the RFP and the resulting contract are public documents.
