This is a sole-source acquisition for a software license (STK) for the 746th Test Squadron at Holloman AFB. The justification for sole sourcing is that ANSYS Government Initiatives is the only vendor with the required capability, and an alternative would entail a substantial investment and delay the Locata program. Market research was conducted to evaluate alternatives, and STK was deemed the top performer and the only solution meeting the squadron's requirements. The Defense Counterintelligence and Security Agency (DSCA) is seeking to award a contract for hosting and support services for its learning management ecosystem to Powertrain, Inc. on a sole-source basis. The justification for this non-competitive award is based on Powertrain's unique ability to maintain the existing system, which is critical for national security and operational continuity. The contract is anticipated to be funded with a combination of working capital funds and operations maintenance funding. The total estimated value of the proposed contract is $26. 4 million, which includes optional learning management content controller licenses. The contract period is from June 1, 2025, to May 31, 2028. The contract was synopsized on the SAM website on March 28, 2025, and responses were received from other vendors. However, the agency determined that no other vendor could meet the operational needs of the DSCA's requirement without compromising system performance or mission readiness.
