This is a non-personnel service contract for inspection, maintenance, and repair of intrusion detection systems (IDS) and closed-
circuit television (CCTV) systems at US
Army Garrison Japan installations. The contract requires the contractor to provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials, and other items or services. The contractor must comply with manufacturer recommendations, US and host nation regulations and codes, and the Cybersecurity Risk Management Framework. The contractor must provide a one-year work schedule, monthly inspection and maintenance reports, and deficiency reports for any repairs. Emergency service and repair must be provided within two hours of request. A customer support center (CSC) must operate 24/7. Spare parts must be maintained. All replaced equipment (except batteries) must be returned to the government. The contractor must comply with all pertinent US
Army and USAGJ fire protection and safety regulations, Japanese environmental laws, and hazardous materials handling requirements. The contractor is responsible for cleanliness of service areas and securing tools and materials. The government will provide installation base passes and controlled area badges to contractor personnel. The contractor must comply with all applicable installation, facility, and area commander installation/facility access and local security policies and procedures. The contractor must report all incidents of damage or destruction to property, or personal injury or death to any person, arising out of and during the performance of this contract. The contractor must report all labor hours, including subcontractor labor hours, via a secure data collection site (www. ***. *. *). Technical criteria for the work shall be as defined in the base contract and any site-specific requirements by the user. The contractor must comply with the current version of all applicable documents for each year of maintenance.
