The GSA is seeking proposals for an end-to-end solution for charge card and commercial payments, potentially for the entire federal government. The response due date is May 6, 2025, 7 PM ET. Responses must use the provided template and be sent to the specified points of contact. The scope of the acquisition may include multiple agencies and organizations, up to the entire federal government, and may include purchase, travel, and fleet business lines, and potentially intergovernmental and intragovernmental transactions. This is a sole-source modification to an existing indefinite-delivery/indefinite-quantity (IDIQ) contract with Comptech for IT services. The Defense Logistics Agency (DLA) needs additional support for asset management, including a travel team for physical inventories, and temporary support for relocating 1,650 users to a new building in Richmond, VA. The modification is justified as an exception to fair opportunity (FAR ****) due to the need for specialized expertise and the urgency of the situation. The government will use various price analysis techniques to ensure a fair and reasonable price. The contract modification period of performance is from February 3, 2025 to January 2, 2026, plus a 12-month option period. The DLA anticipates competing the follow-on to the current task order before all available options expire on January 2, 2027.

This is a performance work statement for the purchase of CMPRo software licenses. The purchase includes an immediate need for a web-hosted software as a service (SaaS) implementation of CMPRo licenses in the Navy data center, as well as options for future-year renewals and optional support. The period of performance is 12 months from the date of award, with 4 option periods available. The USNO will assume the cost of all required computer equipment. Meetings will take place at the USNO's DC facility or via teleconferencing. Travel may be anticipated for hand-on implementation, training, and support. Travel costs will not be billed if onsite support is not required and able to be handled via virtual support. Travel costs on this contract reflect a not-to-exceed (NTE) amount.
