The Ohio Department of Mental Health and Addiction Services (OHIOMHAS) is seeking proposals for
chiller maintenance, testing, and repair for the period of State Fiscal Year 2026 and 2027. Proposals must be submitted via the OhioBuys website by 2:00 PM EST on the date indicated on the sourcing project. The RFP consists of 46 pages. All inquiries must be submitted through the OhioBuys website. A pre-bid walkthrough is scheduled for **** at 9:00 AM in the main building located at **** West Broad Street, Columbus, OH 43223. The proposal must include a technical proposal and a cost proposal, as described in the RFP. The technical proposal must include a transmittal letter, organizational experience, technical approach and work plan, personnel qualifications, and samples of previous related projects. The cost proposal must indicate the total cost for the entire project and a separate cost breakdown for each element. Additional documents, such as a standard affirmation and disclosure form and a
contractor information form, are required. The
contractor must have appropriate 608 EPA certification, minimum of three (3) years experience and expertise in the HVAC field, and be authorized to perform maintenance and service on Metasys equipment systems. The
contractor must provide authorization documentation with the bid submission. The evaluation process may consist of up to four distinct phases: initial review, evaluation committee review, request for more information, and negotiations. The evaluation criteria include technician experience, certification, authorization, capability to work on Metasys equipment systems, experience servicing a mental health facility, experience servicing a mental health forensic facility, pricing comparable to the competitive market. Any contracts resulting from this RFP are subject to the terms and conditions as provided in the personal services contract. Payments are contingent upon the availability of state and federal funds. The
contractor must have an approved affirmative action plan recorded with the state of Ohio Department of Administrative Services. The
contractor shall not be subject to an unresolved finding for recovery under section 9. 24 of Ohio Revised Code.
