Questions must be submitted in writing via email to ***@***. *. *, with a copy to ***@***. *. *, no later than May 08, 2025, 2:00 PM ET. Responses will be issued via amendment by May 13, 2025. Proposals must include company name, address, and UEI number, point of contact with email and phone number, business size and socioeconomic status (e. g. , SDVOSB, 8(a), Hubzone), technical approach and timeline, past performance summary up to 3 similar projects, and firm fixed price quote including labor, materials, overhead. The evaluation will be based on a best value trade-off approach, considering technical capability, past performance, and price. The technical review is binary pass/fail. Only those passing this stage will move forward to price and past performance evaluation. Past performance will be assessed based on similarity and complexity of previous work, quality and timeliness of deliverables, customer satisfaction, and contract compliance. Evaluators may consider information obtained from references provided by the offeror, CPARS, and other sources. Price will be evaluated for reasonableness and alignment with the level of effort proposed. The government intends to award the contract to the responsible offeror whose proposal is determined to provide the best overall value to the EAC, considering price and other evaluation factors. Best value is achieved through a tradeoff between technical merit and price. The EAC seeks a contractor whose solution demonstrates a strong understanding of the requirements, offers high-quality, cost-effective services. The proposal must meet all minimum technical requirements outlined in the SOW.
