This is a competitive sealed proposal for Mechanical Contracting, Electrical, and Plumbing (MEP) services, including both a maintenance component and a job order contracting (JOC) single-trade component. Proposals are due by Friday, May 29, 2026, at 2:00 PM Central Time. Questions must be submitted via the HCDE eBid system no later than five business days prior to the submittal deadline. Vendors must respond to both components; proposals for only one component will be considered unresponsive. The maximum annual aggregate contract price for all awarded contracts under this CSP is $200 million. The initial contract term is one year with automatic renewals for up to three additional one-year terms. Vendors are required to submit proposals online through the HCDE eBid system. A comprehensive list of required documents is provided, including financial capability documentation, surety letters, QA/QC programs, and safety plans. Awards will be made to responsible vendors whose proposals are determined to be the best value, considering factors such as pricing, reputation, quality of goods/services, safety record, and financial capability. The evaluation criteria and point values are detailed in the document. Vendors are encouraged to provide their company's environmental policy and green initiatives.
The submittal deadline and proposal opening deadline is Friday, May 29, 2026, at 2:00 p. m. , Central Time. Proposals received after this date and time will not be considered.
For payments due to the vendor by HCDE or a CP member whose governing body meets only once a month or less frequently, payments are due within forty-five (45) days after the later of the date HCDE or the CP member receives the products and services, the date performance is completed, or the date HCDE or the CP member receives an invoice. For CP members whose governing bodies meet more than once a month, payments are due within thirty (30) days after the later of the date the CP member receives products, the date performance is completed, or the date the CP member receives an invoice.
All products and/or services provided by the vendor must be warranted to be free from defects in material, workmanship, and design for a period of one (1) year upon the later of HCDE's or the CP member's acceptance of the product/service or payment of the applicable invoice.
Awards will be made to the responsible vendors whose proposal(s) is/are determined after evaluation by HCDE to be the best value to HCDE and to CP members.
To qualify for evaluation, a proposal must be submitted on time and must materially satisfy all mandatory requirements identified in this CSP. A responsible vendor is a vendor who has adequate financial resources or the ability to obtain such resources, can comply with the delivery requirements, and is a qualified and established firm regularly engaged in the type of business that provides the products/services listed herein.
If the vendor is unable to provide the products or services at the prices quoted or fails to fulfill contract terms, HCDE or the CP member may insist that the vendor honor quoted prices, have the vendor pay the difference between the vendor's price and the next acceptable proposal, have the vendor pay the difference between the vendor's price and the actual market price, or recommend termination of the contract and disqualification from future proposals.
During the course of performance, the CP member may secure samples of materials being used from containers at the job site and submit them to an independent laboratory for comparison to specified material. In the event test results prove that a material is not equal to or better than specified, the vendor shall be responsible for the costs of the tests as well as all costs incurred to replace, remove and dispose of noncompliant materials.
Any vendor who submitted a proposal may appeal HCDE's award if the appeal is based on deviations from laws, rules, regulations, or HCDE board policies. Complaints/appeals must be received by the close of business on or before the 15th HCDE business day after award of the contract.
The maximum annual aggregate contract price for all contracts awarded under this CSP for the entire CP cooperative program is $200 million.
