The Texas Military Department (TMD) is soliciting proposals for the roof replacement at the Decatur Readiness Center. The estimated construction budget is $1,250,**** site visits are scheduled for February 18, 2026. Proposals are due March 31, 2026, at 10:00 AM CT. The approximate project completion date is March 2027. A completed VETHUB subcontracting plan will be required. The VETHUB goal for this solicitation is 21. 1% for all building construction. The successful respondent will be notified of award approximately on Wednesday, April 22, 2026. The TMD intends to award this solicitation approximately on Friday, May 22, 2026. Respondents must deliver the proposal with all required documents to the TMD no later than 10:00 am CT on Tuesday, March 31, 2026. The bid bond shall be submitted with the proposal failure to do so will result in disqualification.
The proposal must be delivered no later than 10:00 am CT on Tuesday, March 31, 2026, any proposal received after the specified date and time will not be considered under any circumstance and will be returned to respondent unopened.
Payment must be made in accordance with Texas government code, chapter ****, commonly known as the texas prompt payment act. Texas government code, chapter ****, must govern the remittance of payment and remedies for late payment and nonpayment.
A manufacturers standard warranty must apply unless otherwise stated in the rfp. Respondent guarantees the product offered will meet or exceed specifications identified in this rfp.
The intent of the tmd is to award a contract to the vendor whose proposal is considered to provide best value to the state. When considering best value and award, the owner reserves the right to set a minimum requirement regarding the criteria listed below.
Proposals submitted without the required documentation will be evaluated accordingly. Attachment a contractors proposal form, attachment b work breakdown schedule, attachment e contractors questionnaire and evaluation criteria, attachment f vethub subcontractingplan hsp, attachment j noncollusion affidavit and the bid bond shall be submitted withthe proposal failure to do so will result in disqualification.
Should the contractor fail, neglect, or refuse to begin the performance of the contract after receiving the notice of award, the bid bond will be forfeited to tmd. Making a false statement as to corporate tax status is a material breach of contract.
Mandatory site visits will be conducted on wednesday, february 18, 2026 at 10:00 am ct and 1:00 pm ct. Meet at decatur readiness center, **** n. trinity street decatur, texas ****.
Samples, when requested, must be furnished free of expense to the tmd. If not destroyed in the examination, they will be returned to the respondents, on request, at the respondents expense.
