The CMGC must provide a documented history of providing comprehensive CMGC services on K12 projects, familiarity with occupied, phased projects, experience working within an educational environment, and experience working with district stakeholders and a diverse group of community participants. The CMGC will be required to plan, schedule, phase, coordinate, and assist in completing the work, including all temporary measures and facilities. Construction will occur while the school sites are occupied. The CMGC will need to maintain safety and security protocols. The CMGC will be required to develop a plan to address neighborhood concerns, including site security, construction traffic, traffic safety, pedestrian access, noise, and dust. The CMGC will be required to obtain at least three competitive bids for each subtrade scope. The CMGC must be licensed with the Oregon Construction Contractors Board. The district reserves the right to reject any proposal not in compliance with all prescribed public contracting procedures and requirements. The district reserves the right to waive any or all irregularities in proposals submitted. The district reserves the right to consider the competency and responsibility of proposers in making any award. The district reserves the right to award all or multiple projects to a single proposer, award single projects to a proposer, or a subset of the projects to a single proposer. The district reserves the right to not award contracts for any of the individual projects if deemed in the best public interest. The district reserves the right to request references and other information to determine responsiveness. The district reserves the right to award any or all parts of any proposal. The district is subject to the Oregon Revised Statutes public records law. All submitted materials become the property of the district and will not be returned. Proposals will remain valid for 60 calendar days following the proposal submission deadline. The district may cancel this solicitation or reject any or all proposals. The district is not liable to any proposer for any loss or expense caused by, or resulting from the cancellation of this solicitation or rejection of a proposal. The district will negotiate a Guaranteed Maximum Price (GMP) with the selected CMGC. The CMGC will be required to comply with prevailing wage rates. The successful CMGC shall file with the Oregon Construction Contractors Board, and maintain in full force and effect, the separate public works bond required by ORS 279c. 836. The successful CMGC shall also include in every subcontract a provision requiring each subcontractor to have a public works bond filed with the Oregon Construction Contractors Board before starting work. The CMGC will be required to provide the insurance requirements as contained in the sample contract. The CMGC will promptly provide certificates of insurance at the district's request.
