The service requested will start upon execution of the contract and end August 31, 2027, with potential extensions by amendment up to August 31, 2029.

Invoices for reimbursement from TWDB must be submitted on a basis of every other month, including reimbursable expenses for a two-month period.

TWDB will make an award to a respondent that provides the best value to the state of texas, as defined by texas government code ****.

Respondents to this rfq are required to have the following abilities: extensive knowledge of water and wastewater system operations and maintenance compliance with applicable regulatory requirements, extensive knowledge of utility system finances and financial management required to develop a system budget, experience assisting in the financial management of water and wastewater systems within the previous five years, experience in reviewing and interpreting federal regulations, texas government code, and texas water code, experience in rate analysis for water and wastewater systems, trained financial staff with knowledge of gaap and gagas, trained financial staff with the ability to understand and interpret comprehensive experience with annual financial reporting requirements and borrowing covenants, experience in twdb financial assistance application processes.

If a selected contractor breaches its obligation to provide deliverables in accordance with the schedule in section 3. 1, the selected contractor agrees to pay TWDB **** per day for each day of delay as liquidated damages.

The maximum total project cost will not exceed 150,000 per project.

Respondents must demonstrate minimum of 5 years of experience in reservoir evaporation monitoring and related hydrological forecasting. Experience developing, maintaining, and enhancing the code base needed for the operational provision of 128-day lead time forecasts of daily reservoir evaporation for all water supply reservoirs in the western United States managed and operated by the U. S. Bureau of Reclamation. Experience with developing and maintaining the daily reservoir evaporation application programming interface.
