The City of College Station reserves the right to reject any and all proposals, waive any informalities and technicalities, and accept the proposal most advantageous to the team and the city. Bidders must furnish a bid guarantee equivalent to 5% of the bid price. If a bid bond is provided, the contractor shall utilize a surety company authorized to do business in Texas. A governmental entity may not award a governmental contract to a nonresident bidder unless the nonresident underbids the lowest bid submitted by a responsible resident bidder by an amount that is not less than the amount by which a resident bidder would be required to underbid the nonresident bidder to obtain a comparable contract in the state in which the nonresidents principal place of business is located. The selection shall be made public after award of the agreement or not later than the fourteenth day after the date of the final selection of bids or proposals, whichever is later. In addition to the proposed costs, selection will be made based upon the entire proposal package.
