All equipment and materials are guaranteed against defective materials and workmanship for one year. The selection criteria include price (60 points), contractor qualifications (30 points), and construction time (10 points). Any changes to the RFP will be made by addenda, available online. Offerors must carefully examine all documents and requirements before submitting a proposal. The city reserves the right to require a progress schedule of the work. The contractor shall be responsible for the care, preservation, conservation, and protection of all materials, supplies, machinery, equipment, tools, apparatus, accessories, facilities, and all means of construction. The use of explosives is not permitted. The successful offeror shall be required to have a responsible local representative available at all times while the work is in progress. The contractor shall not commence work until all required insurance is obtained. Offerors are required to comply with Texas government code, chapter ****, prevailing wage rates. Proposals containing escalation clauses will be rejected. The contractor shall pay each employee in cash or by check, not less often than once each week. The contractor must classify employees according to the schedule of general prevailing rate of per diem wages. The city of Lubbock reserves the right, prior to final acceptance of this project, to require the contractor to execute an affidavit that all bills for labor, materials, and incidentals have been paid in full.
