Proposals are due February 5, 2026, at 2:00 PM. A non-mandatory preproposal conference will be held January 27, 2026. The city council will consider proposals on February 24, 2026. The successful offeror must furnish a performance bond and a payment bond. Offerors must submit a proposal bond. The construction must be completed within 140 consecutive calendar days from the notice to proceed. Requests for information must be submitted in writing no later than five 5 calendar days prior to the proposal closing date. The city uses the competitive sealed proposals procurement method. The maximum point value is equal to 100 points. The weight factor is 60 points for price, 30 points for contractor qualifications, and 10 points for construction time. Any changes to the rfp are made by addenda information available over the internet. The contractor shall remedy any defects in the work within one year from the date of final acceptance. The contractor must obtain all insurance as required in the general conditions of the contract documents. Offerors are required to comply with texas government code, chapter ****, prevailing wage rates.
The construction covered by the contract documents shall be substantially completed within 140 consecutive calendar days from the date specified in the notice to proceed issued by the city of lubbock to the successful offeror.
All payments due to contractor shall be made in accordance with the provisions of the general conditions of the contract documents.
All equipment and materials incorporated in the project and all construction shall be guaranteed against defective materials and workmanship.

The offeror may be required before the award of any contract to show to the complete satisfaction of the city of lubbock that it has the necessary facilities, ability, and financial resources to provide the service specified therein in a satisfactory manner.
A contractor or subcontractor who violates texas government code section **** shall pay to the city of lubbock 60 for each worker employed for each calendar day or part of the day that the worker is paid less than the wage rates stipulated in the contract.
It shall be each offerors sole responsibility to inspect the site of the work and to inform offeror regarding all local conditions under which the work is to be done.
All protests regarding the rfp process must be submitted in writing to the city director of purchasing and contract management within 5 working days after the protesting party knows of the occurrence of the action which is protested relating to advertising of notices deadlines, proposal opening and all other related procedures under the local government code, as well as any protest relating to alleged improprieties with the rfp process.
