The State of Arkansas, Department of Correction, is soliciting bids for daily prepared
meals for offenders at the Phillips County Detention Center. Bids must be submitted electronically through ARBUY by July 14, 2025, at 2:00 PM Central Time. The contract is anticipated to start on August 18, 2025, and will be for one year, renewable for up to six additional one-year terms. Clarification questions must be submitted by June 22, 2025, and the state's response will be posted by June 25, 2025. The contractor must meet minimum qualifications, including experience, licenses, and permits (business license, food handlers permit, food service license, catering license). The contractor must comply with FDA food code, bioterrorism act, Arkansas Department of Corrections diet manual, and Arkansas Department of Health guidelines. The contractor must certify that they are not engaged in a boycott of Israel or the energy, fossil fuel, firearms, or ammunition industry, and that they do not knowingly employ or contract with illegal immigrants. The contractor must also certify that they are not a company owned in whole or with a majority ownership by the government of the People's Republic of China. The bid includes itemized information for prepared foods, catering services, carryout and takeaway services, professionally prepared carryout
meals, and delivered meal services.
