Elevator modernization bids for seven elevators at five city of Portland owned sites. one bid for three 3 geared traction passenger elevators at the city 1900 building, one bid for one 1 hydraulic passenger elevator at the city east precinct building, one bid for one 1 hydraulic passenger elevator at the city north precinct building, one bid for one 1 hydraulic passenger elevator at the portland communication center, alternate 1 is a bid for one 1 hydraulic passenger elevator at the st. johns building, alternate 2 is an expedited schedule for the hydraulic passenger elevator at the portland communication center.
Bids are due October 3, 2025, by 4:00 PM local time. A mandatory pre-bid meeting and site visit is required for each site. Bidders must submit bids electronically through the city's procurement services vendor portal, BuySpeed. Additional documents are required, including a bid bond, references, and descriptive literature. The city has sustainability objectives and prefers local businesses. Questions received less than seven calendar days prior to the bid due date may not be answered. The city reserves the right to reject any and all bids.

Recycled and alternative environmentally preferable cut sheet papers in common cut sheet sizes, standard reverse sequence carbonless, and standard business envelopes to the city of portland as per the specifications included herein.

All bids must conform to the requirements of the invitation to bid, including necessary attachments (residency statement, bid bond, references, descriptive literature, etc. ). Bid prices must be F. O. B. destination, freight prepaid. Delivery time must be shown in calendar days after receipt of order. The city reserves the right to award a single or multiple contracts to the lowest responsive and responsible bidders. The city's standard payment term is net 30 days. Bidders must clearly identify all products bid, including brand name and model or number. The city may require samples for testing of unfamiliar products. All deliveries must be accommodated by trucks with lift gates. Deliveries are accepted between 7:30 AM and 4:30 PM. Bidders must provide a local or toll-free telephone number for placing orders, available between 7:30 AM and 4:00 PM, Monday through Friday. The contractor must be prepared to furnish the items requested within the same business day after receipt of an order placed before 11:00 AM. All orders placed after 11:00 AM must be delivered on the next business day. The contractor must have adequate stock available in the Portland area to meet the city's same-day ordering requirements. Repetitive back orders and out-of-stock conditions are not acceptable. The city may terminate the contract if repetitive back orders or out-of-stock conditions occur. Items not delivered within the same day or next business day from the date of order may be purchased from other sources, and the contractor shall be liable for any excess costs incurred. The contractor shall immediately notify the city in writing if delivery cannot be completed as intended. The bidder awarded the contract agrees to extend identical prices and services under the same terms and conditions to all public agencies. Taxes are not included in the bid prices. A tax exemption certificate will be provided by the city on request. The city requests the use of submittal materials containing post-consumer recycled content and are readily recyclable. Submittals shall not include 3-ring binders or any plastic binding, folder, or indexing material. All bids must be on the form furnished by the city, or it may be rejected. The omission of items such as delivery dates, or any other required information may cause the offer to be considered nonresponsive. The prices submitted shall be firm during the first year of the initial contract period. The bid price includes the cost to obtain all permits and licenses that may be required to perform the contract. All prices quoted shall include all packing, handling, shipping charges, and the warranty provisions and requirements as listed in these specifications, F. O. B. delivered and unloaded at the designated locations. If assembly is required, offered prices shall include all costs associated with delivery, assembly, setup, and proper disposal of packaging materials. The offer price shall be exclusive of any sales, purchaser, or consumer tax. Submit unit prices if requested. Bid prices shall remain valid for 60 calendar days from bid opening unless otherwise indicated within the ITB. If the bid is accepted, prices shall remain firm for the specified contract period. The bidder shall include brand name of stock being bid, unit price, and extended price for all products offered on the form provided by the city within this solicitation or may be rejected. In the event of a conflict between unit pricing and extended pricing, unit pricing shall prevail. Bidders may bid on all sections or on individual sections. For any section a bidder chooses to offer a bid, all line items in that section must be bid. Determination of lowest bid shall be based on the total price per section. Bidders must also indicate a percent discount off end book pricing
