Contractors will have two weeks from receipt of the Scope of Work (SOW) to submit a bid for projects. Work shall begin within 30 days of the notice to proceed, and project completion dates will vary by project. Project completion dates will vary by project.

Vendors must meet minimum qualifications in areas such as architectural/structural assessments, masonry repairs, metal restoration, monument setting, and plaster repairs, with specific years of experience and past project requirements. The respondent shall meet the following minimum qualifications in one or more of the following areas of expertise:

Incomplete responses, noncompliance with submittal instructions, failure to meet specified qualifications at any time, or unsatisfactory work performance can lead to disqualification. Proposals will be evaluated based on proposer's qualifications and experience (30 points), approach (30 points), fees (10 points), references and past performance (10 points), and Savannah First preference (20 points).

Proposers must submit a detailed description of their qualifications and experience, including education, knowledge, skills, contextual sensitivity, relevant experience, examples of similar projects, outstanding characteristics, team breakdown, and past performance.

Failure to respond affirmatively to the Hire Savannah program requirements will be deemed nonresponsive to the solicitation.

The city anticipates that the payment method will be negotiated as either a lump sum, cost plus fixed fee, specific rate of compensation or a combination of payment methods.

SOQs will be evaluated based on proposer's qualifications and experience (60 points), resources and workload capacity (25 points), and references (15 points).

Proposers must have ten (10) years of experience providing civil engineering services for projects of similar scope, complexity, and visibility. The work must be performed by, or overseen and certified by, a professional engineer licensed in the state of Georgia.

A prebid conference has been scheduled to be conducted in person on Thursday June 4, 2026, at 10:00 am est. This meeting is open for all interested parties and will allow contractors to discuss the specifications and address any issues that may have arisen. you are invited to attend.

Failure to provide suitable references may be cause for rejection of the SOQ. Addenda must be acknowledged in order for SOQs to be considered. If addenda are not acknowledged in the cover letter, SOQs will not be considered further.
