The City shall remit payment for residential billing to the contractor within thirty (30) days of the date of the invoice. The contractor shall bill commercial customers directly. Proposals will be evaluated based on the following criteria: Qualifications and Experience (30 points), Service Delivery Methodology/Capacity (30 points), Pricing (30 points), and References (10 points). The city intends to award the contract to the proposer offering the best value.
Proposers must submit detailed information regarding their organization, including an organizational chart, job descriptions, key personnel resumes, and descriptions of policies and procedures for ensuring qualified personnel. Experience requirements include disclosing the amount of time performing services under the current business name and providing a list of similar communities served, along with details of material collected and disposed/recycled.
The RFP outlines a penalty schedule for various omissions and incidents, including commencement of collection prior to 7:00 a. m. , failure to clean up spillage, failure to complete a city residential block, failure to deliver or replace carts/dumpsters within 5 business days, and failure to submit timely reports. Penalties range from $100 to $2,500 per incident.
A mandatory information session between representatives of the City and prospective proposers will be held on Thursday, June 4, 2026, at 2:00 PM at City of Benbrook City Hall. This session serves as a preliminary visit to ensure the scope of work is fully understood.
The deadline for submitting questions about this RFP is June 8, 2026, at 5:00 PM.
A proposal may be disqualified if it does not comply with the instructions outlined in the RFP, if it is vague and general, or if it fails to follow the specified proposal format. Proposals must be limited to no more than 50 pages, excluding cover page, resumes, sample documents, and required forms.
