This RFP solicits proposals for Pharmacy Benefit Consulting Services for the Public Education Employees Health Insurance Plan (PEEHIP) for fiscal years 2027 through 2031. The services will focus on controlling total drug spend for both specialty and non-specialty drugs. Key services include utilization management, PBM oversight, claims monitoring, data access via a web-based dashboard, and vendor coordination. Proposers must demonstrate at least five years of experience in pharmacy benefit consulting for self-funded employers and meet specific qualifications for the firm and assigned consultants. Proposals must include a technical proposal and a cost proposal. The evaluation will consider technical merit (70%) and cost (30%). Payments will be made no more frequently than monthly based upon approved invoices and the pricing structure set forth in the proposer's fee schedule and resulting contract. RSA shall have thirty days from receipt of an invoice from Contractor to render payment.
The selection of firms will be based on a combination of technical proposal evaluation (70%) and cost proposal evaluation (30%).
Proposals will be accepted from firms where both the firm and assigned consultants have at least five years of experience providing pharmacy benefit consulting services to self-funded employersponsored or public employer health plans, with demonstrated experience in specialty and nonspecialty drug cost management.
The contract may be terminated for default if the contractor refuses or fails to deliver goods or services within the time specified, fails to comply with provisions, or becomes insolvent. In the event of termination for default, RSA's liability will be limited to payment for goods/services delivered and accepted.
