Bids are sought for mowing and lawn care services for the City of Mineral Wells airport and miscellaneous properties. A mandatory pre-bid conference is scheduled for June 17, 2026. Bids are due by July 6, 2026, at 10:00 AM CST and will be publicly opened at 10:30 AM. Late bids will not be considered. The contract period is initially 17 months with potential for four one-year renewals. Award will be based on best value to the city, considering cost, reputation, quality, and other factors. Service providers must have at least two years of experience and a permanent business address. Insurance requirements are detailed in the solicitation.
Bids must be received by the Department of Finance and time-stamped prior to the deadline on July 6, 2026, at 10:00 AM CST. Late bids will be returned or destroyed and not considered.
All payment terms shall be no later than 30 days from the date the city receives a properly prepared invoice that contains no errors. Prompt early payment discounts may be considered.
The service provider shall remedy at their expense any damage to city property resulting from their services. The city will notify the provider of any defects, and if not remedied, the city may fix it at the provider's expense.
Bids will be evaluated based on the criteria that represents the best value to the city, including cost of service, reputation, quality, extent to which services meet needs, past relationship with the city, and total long-term cost.
Service providers must have a minimum of two years of experience conducting similar services and operate a full-time, permanent business address with the ability to be reached by email and telephone.
If the agreement is terminated for default due to unsatisfactory performance, the service provider may be held liable for excess costs and/or liquidated damages.
A pre-bid conference will be held on June 17, 2026, at 2:30 PM at the Airport Terminal Building, **** Airport Rd, Mineral Wells, TX, where additional instructions will be given.
Service providers have the right to protest the solicitation process or bid award. Any protest must be submitted in writing to the Director of Finance within 14 days after the service provider knows, or should have known, of the facts relating to the proposed action or award.
Bids may be considered nonresponsive and may result in disqualification if a o bid or o response is submitted for an item. Unauthorized communications with city employees other than the assigned representative may also result in disqualification.
