Central Florida Expressway Authority (CFX) seeks a professional engineering consultant for a Project Development & Environment (PD&E) study for SR 417 capacity improvements. The study covers approximately 5. 7 miles and includes widening and adding flex lanes. Firms must be prequalified by FDOT in Group 2. 0 (PD&E Studies) and potentially other groups (3. 3, 4. 1. 2, 4. 2, 13. 5, 13. 6). A 15% Small Business Enterprise (SBE) participation objective is established. Letters of Interest (LOI) are due June 17, 2026, 1:30 PM, Orlando local time, submitted electronically via the CFX e-procurement link. LOIs must not exceed five pages and include specific required information. Firms will be shortlisted, and selected firms will prepare technical proposals and presentations. Past performance on CFX projects will be evaluated.

The evaluation committee will shortlist a minimum of three firms based on a weighted system for technical experience, proposed staffing, project approach, location of firm, SBE utilization, current and projected workload, and volume of work previously awarded. Past performance on CFX projects will also be considered.
Firms must be prequalified by FDOT in Group 2. 0 (Project Development and Environment Studies) and potentially other specified work types. Firms must also demonstrate technical experience, ability, quality, and cooperativeness of proposed individuals.
Protests must comply with CFX's Code of Policies, Chapter 10: Procurement, Article 2: Protests Resolution Policy.
Failure to submit required information, conflicts of interest, falsifying certifications, or not complying with Florida statutes regarding vendor eligibility, human trafficking, common carriers, or foreign countries of concern may result in rejection or termination.
