Bids must be submitted online by January 20, 2026. A mandatory prebid conference will be held on January 7, 2026. Questions are due by January 13, 2026. Bidders must submit a bid security and comply with state anti-bid rigging regulations. The project is federally funded and requires compliance with federal executive orders and EPA regulations, including documentation of solicitation of Disadvantaged Business Enterprises (DBEs). Bidders must submit a public works employment verification form. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this bid shall remain subject to acceptance for 120 days after the bid opening date.
The Clarion County Conservation District reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the clarion county conservation district and to reject any or all proposals.
