Proposals are due by September 1, 2026, at 3:30 PM.

Payment will be made monthly upon the county's receipt of a duly executed and itemized invoice, within fourteen days after the last day of the month in which services were rendered.

The contractor warrants that services shall be provided in an accurate and timely manner without interruption, failure, or error due to inaccuracy of the services or products operations in processing datetime data.

A contract may be awarded to the proposer whose proposal achieves the highest evaluation score by the evaluation committee based on specified criteria, and not solely on the basis of price.

Proposers must submit a statement of qualifications, experience, organization, equipment, and facilities available to adequately provide the service. The county may take steps to determine the proposer's ability to perform.

Failure of the successful proposer to furnish the service awarded may eliminate the proposer from the active vendors list for a period of time as determined by the purchasing manager.

Questions about or requests for clarification must be submitted in writing prior to the date on the front of the solicitation (August 12, 2026).

Failure to submit required documents, acknowledge addendums, or submit proposals with conditions not officially invited may be cause for rejection. Failure to provide up-to-date certificates of insurance within five days of award notice may also lead to disqualification.

Offers are due at 2:00 p. m. Hawaii Standard Time (HST) on August 17, 2026.

Invoices will be paid within 30 days upon verification of satisfactory performance.

Award will be made to the responsible offeror whose proposal is determined to be the most advantageous to the state based on evaluation criteria including overall capabilities of firm, brand marketing plan, familiarity with Hawaii brand and product, and cost.

Offerors must have or establish an office in Oceania (Australia and/or Aotearoa New Zealand) and demonstrate relevant experience in destination brand marketing services.

Protests concerning the solicitation or solicitation content shall be submitted in writing before the proposal due date.

Proposals may be rejected for reasons including late submissions, non-responsiveness, non-responsibility (e. g. , lack of vendor compliance), failure to cooperate, falsification of information, or attempts to lobby.

The total estimated value for the entire contract is $2,950,****.
