This is a combined synopsis solicitation for commercial products or services for the repair of New Flyer manufactured diesel electric hybrid buses for Yosemite National Park. The contractor shall provide all labor, tools, equipment, materials, OEM parts, and transportation necessary to complete the repairs. The contractor must be a New Flyer authorized service partner or factory-certified technician. All repair work must be performed at an authorized New Flyer repair facility. The contract aims to deliver diagnostic, repair, and corrective maintenance services for seven shuttle buses. The pickup and delivery address for all buses is at the Yosemite Garage. The anticipated performance period is from the date of award to December 31, 2026. This solicitation is a 100% total small business set aside. Quotes are due at 5:00 p. m. Pacific Time on Friday, May 29, 2026. Questions regarding this solicitation must be submitted in writing via email by May 19, 2026. The government intends to award a single firm fixed-price contract. The evaluation factors will be price, technical capability, and past performance.

Invoices shall be submitted in arrears, and no advance payments shall be authorized. Invoices must be submitted to the Department of Treasury's Invoice Processing Platform (IPP). The contractor shall submit a final invoice within thirty calendar days after the end of the performance period.
Overhauled engines shall include at least a 2-year up to 100,000-mile parts and labor warranty. The warranty must include full coverage of parts and labor for defects in materials or workmanship and prompt replacement/repair of any major issues. Pass-through of any longer OEM warranties is mandatory at no added cost to the government.
The government intends to award a single firm fixed-price contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: price, technical capability, and past performance.
The contractor must be a New Flyer authorized service partner or factory-certified technician at the time of award and for the duration of the contract. Personnel qualifications include being knowledgeable of New Flyer repair procedures and being certified or authorized through New Flyer.
If due to fault, neglect, or dishonesty of the contractor, his agency or employees, loss or damage to government property is incurred during the performance of this contract, the contractor shall be responsible for the same. The government, at its discretion, may require the contractor to replace, at its own expense, all property as directed by the contracting officer.
