Base orders for 35-foot heavy duty lowfloor diesel or hybrid diesel buses are due within 18 months of the notice to proceed. Contract year 1 has 6 buses, contract year 2 has 5 buses, and contract year 3 has 4 buses. The optional order of up to 8 diesel or hybrid diesel buses is also due within 18 months of the notice to proceed.

It is the custom of Metro to pay its bills within 30 days after completion and acceptance of the work, and the receipt of properly documented invoices for that work covered under the contract.

The RFP includes detailed warranty requirements for the complete bus, subsystems, components, and an extended warranty for the propulsion system. Proposers must submit a warranty administration plan including the proposed written warranty and a narrative on how warranties will be handled.

Proposals will be evaluated based on compliance with technical specifications (30 points), price (30 points), warranty and support (15 points), and performance history and ability to complete contract (15 points).

Proposers must demonstrate sufficient financial strength, resources, and capability to finance the work, adequate workforce and facilities, a qualified quality assurance program, a track record of timely and satisfactory performance, and compliance with all applicable regulatory requirements.

Protests to the terms, conditions, or specifications must be submitted within 7 calendar days after the issuance of this RFP. Protests of proposal evaluations and award decisions must be submitted within 7 calendar days after Metro's written notice of the award.

Proposals that fail to meet qualification requirements may be determined not to be responsible and rejected. Evidence of collusion or anticompetitive practices may lead to rejection of proposals and disqualification from future procurements.

Proposals are due by 2:00 PM EST on August 7, 2026.

Contractor may expect payment for work completed within 30 days of receipt of a properly executed invoice. Payments must not be subject to any late or interest charges. The county encourages electronic payment via ACH.

Proposals will be evaluated based on cost, knowledge and current experience of key individuals, the firm's experience and history, and capacity and project organization.

Proposers must be qualified individuals or firms with specialized experience and technical competence. The county will assess the firm's performance record, capacity, and ability to provide the required services.

Protests to the division of central services consideration of any bid must be submitted in writing and received by the director of central services no later than five (5) calendar days after the bid award.

Proposals lacking complete documentation or failing to comply with instructions may be deemed nonresponsive. Failure to execute the contract, furnish required insurance, or complete the contract process after award may result in voiding the award.
