The deadline for receipt of proposals is Thursday, May 28, 2026, at 4:00 PM CT.

Payment will be made to the awarded contractor upon receipt of approved cost reimbursement invoices and documentation to support the deliverables defined in the statement of work. Contractor shall not bill more than one twelfth of the total contract amount per month unless prior approval is granted by CAHSD. All monthly invoices are due by the fifth day of the following month.

Proposals will be evaluated based on understanding of the project (20 points), organizational experience and work previously done (15 points), functional approach and methodology (20 points), organizational structure (15 points), budget cost (15 points), and project evaluation (15 points), for a total of 100 points.

Proposers are required to summarize expertise and experience in the marketing and prevention science field, cite previous clients and projects, and demonstrate adequate financial resources, necessary experience, organization, technical qualifications, skills, facilities, a satisfactory record of integrity, judgment, and performance, and expertise using evidence-based prevention strategies.

Failure of the contractor to submit required reports when due, or failure to perform or deliver required work or services will result in the withholding of payments under the contract.

A pre-proposal conference is not required for this SOO.

Any person aggrieved by the proposed award has the right to submit a protest in writing to the agency's Executive Director within fourteen (14) calendar days after the agency issues a notice of intent to award a contract.

The contract award amount will not exceed $133,579 with a cash match requirement of $44,526 for the project period of July 1, 2026 - June 30, 2027.
