Evaluation criteria include purchase price, vendor reputation, service to like entities, length of time in industry, reference checks, quality of goods/services, compliance to solicitation, meeting district needs, completeness of solicitation, products/services offered, past relationship with the district, impact on historically underutilized businesses, total long-term cost, principal place of business in Texas or employing at least 500 persons in Texas, and any other relevant factor.
Proposals must be signed by an individual authorized to contractually bind the firm. Vendors must disclose any use of Artificial Intelligence (AI) in bid preparation. Felony conviction and criminal background checks are required for certain employees. A conflict of interest questionnaire must be filed. Debarment or suspension certification is required. No Israel boycott certification and no excluded nation or foreign terrorist organization certification are also required. A Certificate of Interested Parties (Form ****) must be submitted. Vendor employment certification regarding Texas presence or employee count is needed. Deviations from terms must be documented. Confidentiality declaration is required if applicable. References are required.
Failure to sign the proposal will cause it to be rejected as non-responsive. Contacting WSISD personnel during the proposal process may result in disqualification. Failure to provide complete AI use disclosure may result in the bid being considered noncompliant. Failure to provide felony conviction notice may result in contract termination. A proposer's violation of criminal background check requirements shall constitute substantial failure.
