Eastern New Mexico University - Agency Bids & RFPs

Proposals must be received no later than 2:00 PM Mountain Standard Time on July 7, 2026. Proposals received after this deadline will not be accepted.

Upon written request from the seller for payment, the university shall, within 30 days, issue a written certification of complete or partial acceptance or rejection, with payment to follow within 30 days after certificate of acceptance. Late payment charges shall be one and one-half percent per month.

The seller warrants that the tangible personal property or services furnished under this agreement shall be covered by the most favorable commercial warranties the seller gives to any customer for such tangible personal property or services. All applicable UCC warranties express and implied are incorporated herein.

The contract shall be awarded to the offeror or offerors whose proposals are most advantageous to the agency taking into consideration the evaluation factors set forth in this RFP. The most advantageous proposal may or may not have received the most points.

Offerors must have on staff a registered design professional architect to practice architectural services in the state of New Mexico and have experience in all phases of architectural design and construction. They must also be able to demonstrate relative experience and expertise in the design and construction of this type of educational facility.

The procurement code, NMSA ****, **** through ****, imposes civil, misdemeanor and felony criminal penalties for its violation. In addition, the New Mexico criminal statutes impose felony penalties for bribes, gratuities and kickbacks.

The 15 calendar day protest period shall begin on the day following the award of contracts and will end at 5:00 PM Mountain Standard Time/Daylight Time on the 15th day.

Failure to complete and return the signed unaltered Campaign Contribution Disclosure Form or Letter of Transmittal Form will result in disqualification. Also, failure to adhere to requirements regarding the release of information may result in disqualification.
