Work must be completed no later than October 15, 2026.

Any workmanship found defective before final acceptance of the work or within one year after completion shall be remedied or replaced by and at the expense of the contractor.

The formal acceptance will be of the lowest responsive bid of a responsible bidder that is within the budget available for the project.

All bidders must be responsible and prequalified bidders in accordance with **** and ****, prior to submitting a bid.

As liquidated damages, and not as a penalty, the district will deduct **** from the quoted cost for each calendar day after the contracted completion date that project completion is delayed.

A voluntary pre-bid meeting will be held on Tuesday, July 7, 2026, at 10:00 a. m. at the district's engineering office at 110 Idea Place, Sequim, WA, in the Dungeness Conference Room.

If the apparent low bidder does not meet the supplemental bidders responsibility criteria, the district shall notify the bidder in writing with the reasons for its determination. If the bidder disagrees with this determination, it may appeal the determination within 24 hours of receipt of the district's written determination by presenting additional information to the district.

Statements of Qualifications (SOQ) must be submitted by July 15, 2026, no later than noon, Pacific Time.

The selection will be based on demonstrated experience and qualifications from similar size and complexity HVAC replacement projects, evaluated on responsiveness, understanding of scope, previous experience, approach, ability to administer an economical design process, quality control, and expertise of key personnel.

Minimum qualifications include staff possessing applicable certifications and licensing from Washington State, knowledge of federal, state, and local regulations, and a minimum of 5 years of experience in engineering services for public agencies.

Two optional site visits are scheduled for July 7 and July 9, 2026, at 10:00 a. m. Pacific Time, at 104 Hooker Road, Sequim, Washington. Consultants should contact Jason Seibel by email to advise of attendance.

Inquiry deadline is Monday, July 13, 2026, no later than noon, Pacific Time.

Consultants acknowledge the district is subject to the Public Disclosure Act. Confidential or proprietary information must be clearly identified, and the district will notify the consultant if a request is made to release such information.

The project must be completed on or before November 5, 2026.

Invoices shall be sent on a monthly basis based on the amount of work actually performed. Monthly progress payments will be made by the district to the contractor within thirty days of receipt of a billing statement, provided that the district representative verifies the accuracy of the billing or corrects it as mutually agreeable to the district and the contractor. The district shall reserve a contract retainage not to exceed five percent of the moneys earned by the contractor.

All bidders must be prequalified high voltage electrical contractors in accordance with ****, prior to submitting a bid. The bidder must also provide and meet specific supplemental bidder responsibility criteria related to the treating foreman's qualifications and experience, and possess a valid Washington State certified pesticide applications license.

Should the contractor neglect, refuse, or fail to complete wood pole inspections and treatments within the time herein proposed, the district shall have the right to deduct and retain from monies due, $50 per day for the first thirty 30 days beyond the specified completion date and $100 per day thereafter as liquidated damages.

An inspection tour of the areas to be inspected, treated, and/or reported is not scheduled; however, if the contractor wishes to view a representative area or needs further information, the contractor should contact Jason Seibel.

Bidders with concerns about the relevancy or restrictiveness of the required supplemental bidder responsibility criteria may submit requests in writing to the district no later than 7 business days prior to the bid submittal deadline.

By submitting a bid, you are also certifying that your firm is not in a suspended status or on any state or federal debarment list. Failure to comply with any state or local requirements may result in contract termination, recovery of funds, debarment from future contracts, and other remedies available under the law.

This project has a not-to-exceed amount of $195,**** not including WSST.
