Request for Information ( RFI) for an AI- supported system to assist with case categorization into no oral argument ( NORA) and oral argument ( ORA) tracks.

The Court of Appeals for the Fifth District of Texas is seeking information from qualified solution providers regarding an AI-supported system for case categorization. The solution must operate within Microsoft Azure Government cloud, be web-based, and support single sign-on. Responses are due October 17, 2025, at 5:00 PM CT. A virtual information session is scheduled for September 29, 2025, at 10:00-11:00 AM CST. The Court intends to select a solution in the fall, enter into contract by the end of the calendar year, and have the solution deployed for training no later than May 31, 2026. The solution must comply with Texas laws, including the Texas Responsible AI Governance Act (TRAIGA). The Court will require a not-to-exceed ceiling on all development and usage-based AI costs. The solution provider must commit to entering into a contract by the end of the calendar year, and the solution must be developed, tested, and available for deployment no later than May 31, 2026. The solution provider must support training and refinement of the solution between June 1 and August 30, 2026.
