Bids must be uploaded to the eprocurement site by August 12, 2026, at 10:00 AM prevailing time. Any bid document received after the deadline established by the department of purchasing will not be accepted, regardless of the method of delivery.

The township will award this competitive contract in accord with price and other factors. Method of award shall be ratings upon responses of price and other factors more fully described within N. J. A. C. 5:344. 3d

Respondents must possess professional, financial, and administrative capabilities. They must demonstrate prior relevant experience, capabilities to perform requested services, general industry experience, specific experience with retail electric power supply to residential customers, experience with government energy aggregation (GEA), successful procurement and energy auction experience, and expertise in administering solar-based and other related alternative energy projects. Vendors must be registered energy agents with the New Jersey Board of Public Utilities.

Failure to upload the bid package by the deadline will result in non-acceptance. Failure to submit required documentation, such as the ownership disclosure form, may lead to automatic rejection of the bid or proposal.

Bids must be delivered by the bid opening date and time. Any bid document received after the deadline will not be accepted.

Payment shall be made in accordance with the rate bid on the proposal sheet. Invoices shall be submitted to Jackson Township Department of Public Works and must include a copy of the signed service order report. Billings for labor shall be in half-hour increments.

The contractor warrants that all work will be performed in accordance with applicable laws and contract documents and will not be defective. If any work is found to be defective within two years after acceptance, the contractor shall correct it at no additional cost.

The winning bidder shall be the bidder that presents the township with the lowest average hourly rate exclusive of overtime rates for year one and year two of this contract.

All bidders must be qualified and responsible. Bidders must possess a State of New Jersey Master Electricians license. An experience statement naming facilities presently under contract is required.

Liquidated damages may be assessed for each day the contractor is in default of completing the work within the stipulated time. Penalties may also apply for discrimination.

Failure to submit required documentation, non-performance, or providing false information can lead to bid rejection or contract termination.

Bids must be submitted by June 24, 2026, at 1:00 PM. it is the bidders responsibility to ensure that the bid package is delivered by the bid opening dateand time.
