Proposals must be received by 3:00 PM Central Time, Monday, October 20, 2025, at the Tarleton State University procurement office. Late proposals will be returned unopened. Proposals must be submitted in a sealed envelope or box, or electronically through a vendor portal. The proposal must include a signed execution of offer, completed proposal form, felony conviction notification, noncollusion affidavit, demonstrated experience and qualifications, company information, references, copies of addenda, proof of licensure or eligibility, organizational chart, project experience, office size, personnel description, workload, professional liability insurance, list of projects, and certificate of women-owned or minority-owned business (if applicable). Respondents are responsible for all costs incurred for proposal preparation, submittal, presentations, or any other cost. Failure to comply with requirements may result in proposal rejection. The selection process is a two-part process: qualifications and proposals. Shortlisted firms will be invited for interviews. The final selection will be based on proposals submitted, potentially with negotiation. Tarleton reserves the right to check references and may cancel the RFQ or reject proposals at any time prior to award.

The bid is for a one-year contract with an option to renew for one additional year, for pool maintenance services at the Tarleton Aquatics Center. The contract includes general pool service, chemical maintenance, chemical and equipment supply monitoring, and support for pool cleaning. The service provider is responsible for supplying all necessary testing kits and cleaning tools. The winning vendor must provide insurance documentation. Bids can be submitted by mail, fax, or hand delivery. The bid opening date is October 1, 2025, at 3:00 PM. Failure to sign the bid in the lower left-hand corner will disqualify the bid. The designated individual for claims and counterclaims is Mr. Brett Powell. The contract is subject to cancellation if funds are not appropriated. Tarleton State University reserves the right to terminate the contract with 30 days' written notice.

Sealed proposals will be received until the date and time established for receipt. Only the names of proposers will be made public. Prices and other proposal details will only be divulged after the award, if one is made. A Hub Subcontracting Plan (HSP) is required if subcontractors will be used. Respondents must submit an original and three copies of the proposal, or submit electronically through the vendor portal. The proposal must include a table of contents, executive overview, proposal narrative, statement of qualifications, financial proposal, and at least three references. The evaluation will consider demonstrated competence, knowledge, qualifications, and the proposed fee. Preference will be given to vendors whose principal place of business is in Texas. Tarleton holidays are noted and should be considered when scheduling communications.

The initial contract term is for two years, with an option to renew for up to three additional one-year terms. A Hub Subcontracting Plan (HSP) is required. Respondents must submit one original and four copies of the proposal, along with a single file on a jump drive. Proposals must be in Microsoft Office or Adobe PDF format. The proposal must include a table of contents, executive overview, proposal narrative, statement of qualifications (including company background, qualifications of staff, project management description, financial proposal, and at least three references). Questions must be submitted in writing to Ms. Cori Luttrell. All terms and conditions in the RFQ govern any resulting agreement. The university reserves the right to accept or reject any or all proposals.
