Proposals must be received by 3:00 PM Central Time, Monday, October 20, 2025, at the Tarleton State University procurement office. Late proposals will be returned unopened. Proposals must be submitted in a sealed envelope or box, or electronically through a vendor portal. The proposal must include a signed execution of offer, completed proposal form, felony conviction notification, noncollusion affidavit, demonstrated experience and qualifications, company information, references, copies of addenda, proof of licensure or eligibility, organizational chart, project experience, office size, personnel description, workload, professional liability insurance, list of projects, and certificate of women-owned or minority-owned business (if applicable). Respondents are responsible for all costs incurred for proposal preparation, submittal, presentations, or any other cost. Failure to comply with requirements may result in proposal rejection. The selection process is a two-part process: qualifications and proposals. Shortlisted firms will be invited for interviews. The final selection will be based on proposals submitted, potentially with negotiation. Tarleton reserves the right to check references and may cancel the RFQ or reject proposals at any time prior to award.

Payment will be made on a monthly basis for completed services that have been approved and within thirty 30 days of receipt of a correct and uncontested invoice from seller.
All goods and services provided under the agreement shall meet or exceed the safety standards established and promulgated under the federal occupational safety and health administration public law **** and its regulations in effect or proposed as of the date of the agreement.
Tarleton will base its choice on demonstrated competence, knowledge, and qualifications and on the reasonableness of the proposed fee for the services and if other considerations are equal, give preference to a vendor whose principal place of business is in the state of texas or who will manage the contract wholly from an office in the state of texas.
