The Texas Department of Housing and Community Affairs (TDHCA) is seeking firms to add to its existing underwriting team for single-family mortgage revenue bond issues, starting in fiscal year 2026. The deadline for submitting proposals is November 5, 2025. The initial term of the agreement is expected to begin December 1, 2025, and terminate August 31, 2027. The proposal must identify any subcontractors and outline the contractual relationship between respondent and each proposed subcontractor. The respondent is solely responsible for any proposed subcontractors work performed under any contract resulting from this rfp. The department has determined that hub subcontracting opportunities are probable and requires respondents to complete the hsp form. The evaluation will be based on the best value standard.
The commencement of work is scheduled for December 1, 2025, or as soon as practical thereafter, according to the bid notice.
Payment shall be made in accordance with Texas Prompt Payment Act, chapter **** of the texas government code, as stated in the bid notice.

Failure to meet performance standards will result in a notification from the department requestion resolution within ten 10 days of said notification, as stated in the bid notice.
