Bidders must register and submit complete bids through the Hawaii eProcurement system (HIePRO) by July 16, 2025, at 2:00 PM HST. RFI questions and substitution requests must be submitted by July 1, 2025, at 2:00 PM HST. Additional support documents designated as confidential/proprietary should be uploaded separately. The scope of work includes storm drain pipeline cleaning and
CCTV inspection. Bidders must comply with Hawaii Revised Statutes (HRS) chapter 103d, campaign contribution prohibitions, equal employment opportunity regulations, and federal regulations (CFR part 21). The State reserves the right to reject any or all proposals. Detailed specifications, special provisions, and plans are available for inspection at the Waimalu field office. Bidders must submit a copy of a valid certification by the Pipeline Assessment and Certification Program (PACP), permit-required confined space entry training, flagging/work zone traffic control safety training certification, documentation of work experience, proposed disposal site location and valid disposal permit, operations plan and procedures, work schedule, list of personnel, BMP plan, safety plan, and traffic control plan. The State may require bidders to allow the department to consider bids beyond the 60-calendar day period after the opening of bids. Bidders must provide tax clearance, certificate of compliance, and certificate of good standing. The contractor shall be responsible for any damage to property. The contractor shall comply with all federal, state, city, and county laws, ordinances, rules, and regulations. The contractor shall obtain and submit insurance certificates. Payments will be made monthly, less 5% retainage, upon submission of an invoice. Final payment will be made after final acceptance by the director and submission of required documents.
