Tompkins Consolidated Area Transit (TCAT) is seeking proposals for a comprehensive, cloud-based Enterprise Asset Management (EAM) system. The contract includes software licensing, configuration, implementation, data migration, integration, training, documentation, and ongoing support for a five-year term with renewal options. Proposals are due July 3, 2026. A site visit is encouraged but not mandatory. A pre-proposal meeting will be held virtually on June 8, 2026. Written clarification questions are due by June 12, 2026.
Proposals must be received no later than July 3, 2026, by 4:00 PM EST.
Approved invoices will be paid net 30 days from the invoice date, either by check or electronic funds transfer (EFT).
Proposals will be evaluated based on technical specifications, implementation approach, references, and cost, with an emphasis on technical quality, implementation readiness, and long-term value.
Proposals must be submitted by qualified firms with experience implementing EAM or similar systems, particularly for public sector, transit, or municipal clients.
A site visit is scheduled for June 4, 2026, and is not mandatory but highly encouraged.
Protests based on the contents of a procurement must be submitted no later than seven (7) business days prior to the proposal submittal deadline.
Proposals may be rejected if they are incomplete, conditional, nonresponsive, or if the proposer fails to comply with RFP requirements, including the noncollusion affidavit and Buy America preference.
