The primary traffic control supervisor (TCS) shall have a minimum of 500 hours of experience providing traffic control as a TCS or traffic control labor on multilane highways with a speed limit of 55 mph or greater. The contractor shall submit a certification of the TCS's experience. Flaggers shall possess and carry a current flagging card issued by the state of Washington, Oregon, Montana, or Idaho.

Funds may be deducted from the contractor's pay for failure to implement and maintain traffic control measures.
